Since 1995 former Judge Downey has mediated or arbitrated over 500 civil cases throughout the United States.  He is a member of a special panel of arbitrators hearing disputes involving contracts between the City of Houston and its various contractors.

The fee for a half-day mediation is $1,000.00 per party and for a full day, $2,000.00 per party. Arbitration fee is $5,000.00 per day to be split by the parties as they choose.

He also serves as a “Special Judge” hearing civil cases pursuant to Chapter 151 of the Texas Civil Practices and Remedies Code.
