Dan is a former District Judge who has been practicing civil trial law for 30 years. Licensed to practice in both Texas and Colorado, he is Board Certified in Civil Trial Law by the Texas Board of Legal Specialization, a distinction enjoyed by only a small percentage of Texas lawyers. His practice concerns the trial of commercial and business disputes including those involving pension fund negligence and fraud as well as violations of state and federal insurance statutes. Downey also represents automobile dealers in disputes with manufacturers that involve contested hearings before administrative law judges at the Texas Department of Transportation.

A significant portion of Downey's practice involves governmental relations including the representation of clients in the Texas legislature and state agencies.

Downey has extensive experience as a mediator and arbitrator of civil disputes. Judge Downey has also been appointed frequently by the courts to serve as special master and special judge.

Downey serves as an Adjunct Professor of Law at South Texas College of Law in Houston, Texas where he teaches trial advocacy including the law of evidence in both state and federal courts. He has published several legal articles in the area of civil trial law and is a frequent speaker at legal seminars.
